The Romspen Properties are situated in unincorporated Napa County near St. Helena. The properties originally consisted of eight contiguous parcels of varying sizes, with six parcels measuring under 5 acres and one parcel spanning 166.39 acres. Loewke Planning began work by conducting a planning feasibility study to investigate optimizing property lot lines, resulting in larger, more usable parcels.

Following a highly successful pre-application meeting with Napa County staff, we worked closely with the Client to draft several key reports supporting our California Environmental Quality Act (CEQA) Addendum, a prerequisite for the lot line adjustment application process. These supporting documents covered:

• Civil engineering, incorporating relevant information from the original owner’s plans consistent with a soils investigation, to design street sections, turnouts, utilities, drainage, and grading.

• Geotechnical services, offering opinions, design criteria, and recommendations for use in project planning, design, and construction.

• Biological surveying, including a site visit to assess biological habitat conditions, the location of streams/drainages, and potential impacts on rare plants due to the redesigned roadway alignment.

• Archaeological/cultural resources assessment, aimed at identifying resources within the project site and developing appropriate measures to mitigate potential impacts in accordance with CEQA and Napa County requirements.

• Other subconsultant support work necessary to complete the process, such as well drilling and percolation testing, to provide preliminary information on the feasibility of water wells and individual sewage disposal systems meeting County standards.

As part of the CEQA process, applications were submitted for building, viewshed, and grading permits to facilitate the construction of a roadway serving a specific manufactured home while also providing access for future estate parcels. Work on this project is ongoing, with marketing efforts beginning soon.
