Spieker Community Care & Retirement Center

Loewke Planning has overseen the master planning, environmental review, and entitlements for this Continuing Care Retirement Community (CCRC), known as The Glen at Heather Farm. The Glen features a total of 450 units served by a suite of integrated support facilities and services, including multiple restaurants, theater, library, spa, indoor swimming pool, and complete health care center.  

All of the project entitlements were processed on a coordinated basis through Contra Costa County, with permitting involvement and critical support from the City of Walnut Creek, the Contra Costa Water District, the US Bureau of Reclamation, Delta Diablo Sanitation District, the US Army Corps of Engineers, California Department of Fish and Wildlife, and the Regional Water Quality Control Board. Environmental documentation included a comprehensive range of focused studies, including hydrology, geology, aesthetics and high-resolution photo-simulation, biology and energy usage.  

Situated on a 30-acre infill site adjacent to the City of Walnut Creek in unincorporated Contra Costa County, this project is designed to be self-sufficient. It will offer continuing care contracts covering housing, resident services, and long-term care.  The project design provides for accommodation of emergency access, preservation of a substantial number of native valley oaks and a central waterway, integration of trails, and buffering from surrounding residential and institutional uses.
