Napa Shop Project

The 51-acre Napa Shop site is situated adjoining the City of Napa and the Napa River, just west of Highway 221 in unincorporated Napa County. A portion of the property has prominent frontage on the Napa River, where barge operations historically involved loading of quarry materials for transport to market. The overall property is surrounded by established industrial and developing residential uses, a public park, and golf a course, all within the City, qualifying it as an urban infill site and an “unincorporated island” as defined under the Cortese-Knox-Hertzberg Act (Government Code §56375.3). Loewke Planning conducted a planning feasibility study to explore the potential character, timing, and design of a range of industrial, destination commercial, and mixed-use residential development on this unique site.

The planning and preliminary environmental analysis conducted for Napa Shop included examination of Napa County LAFCO policies pertaining to the extension of services and annexation, as well as County, City, and special service district policies and standards for land use entitlement and the extension of services. Working closely with the property owner, Loewke Planning provided support for marketing and sale of the property, including title review, preparation of site and drone photography, documentation of engineering and historical information, valuation analysis, and contract negotiations.
