Great Oaks Reuse Master Plan

Loewke Planning was retained by Ed Storm of Storm Land to provide an assessment of the effect of draft land use and employment development policies embodied in the groundbreaking Envision San Jose 2040 General Plan on a vacant 76-acre site in the Edenvale Area of South San Jose. We successfully isolated the assumptions for employment growth and housing production utilized in the General Plan to establish a set of baseline allocations for the 76-acre project site. In order to maximize the opportunity for accommodation of workforce housing in close proximity to rail transit and future focused employment centers, we developed a set of 5 distinct scenarios for mixed residential, office and retail uses on the project site. Each scenario was structured to achieve the appropriate mix of jobs and housing, consistent with the City's overall draft General Plan objectives, while accommodating a balanced re-allocation of land resources for this purpose among the five focused growth areas identified by the City along the Highway 85 corridor. We also completed drafting of alternatives to identify a land use designation which fulfills the objectives of the General Plan while providing the workforce housing stimulus needed to support continued fiscally responsible economic growth.
